Inputs: the portfolio Kanban with gate status and outcome measures per initiative, value stream capacity and demand, and the strategic themes for the coming two quarters. The review makes four kinds of decision: fund (release next tranches), hold (initiative stays but no new tranche), stop (initiative closes with a learning write-up), and rebalance (capacity moves between value streams). Decisions and their reasoning are published on this portal within five working days — transparency about why something was stopped is what keeps teams honest at the gates. The PMO facilitates; value stream leads and finance attend; the session is timeboxed to half a day.
